Oswego County, New York.
The Project
Oswego County, in north central New York State, has approximately 85,000 residents. The County chose RCC to assist the 9‑1‑1 Coordinator and County Executives in:
- Designing a consolidated dispatch center to support the New York State Police, the County Sheriff's Office, County Fire Control (31 Volunteer departments and 7 Volunteer EMS companies), and Police and Fire dispatch for the cities of Fulton and Oswego.
- Implementing a backup center in Fulton, NY
- Implementing a new CAD system
- Implementing a 9‑1‑1 system
- Selecting E9-1-1 equipment and recording equipment
- Verifying the accuracy of existing data for future inclusion in a GIS system
- Developing a countywide 800 MHz trunked radio system
RCC's Role
RCC provided many important services for this project, including:

Performed needs assessments for all new systems

Developed detailed specifications and Requests for Proposals

Evaluated vendor proposals, provided recommendations and assisted in contract negotiations for each system
- Worked directly with the County’s architect to develop detailed designs for the dispatch center and associated equipment rooms. Included were design and layout of console furniture and ergonomic requirements for sound absorption systems, grounding and surge suppression.
- Completed the implementation of Enhanced 9-1-1, countywide, in the new dispatch center

RCC's MSAG responsibilities included providing current up‑to‑date maps of all public roadways and Emergency Service Zones, training of the field address checkers, creating customized software to consolidate the collected data into a Master Street Address Guide (MSAG) and provided advice on the distribution of 9‑1‑1 funds in accordance with New York State laws.
- Supervised installation and testing of a new Computer Aided Dispatch system
- Installed new console furniture and logging recorder systems
- Completed the installation of a six-site 800 MHz Trunked Simulcast radio system to replace old VHF low-band and high-band systems
- Implemented a five-site simulcast VHF paging system for the 31 Fire Agencies in the County.
The new center dispatches 44 agencies, including the New York State Police.
