Case Study: New York City Wireless E9-1-1 Position Verification

Implementing VoIP E9-1-1 services to 23 PSAPs in 8 Counties

 

The Client

New York City, New York. New York City processes more than 33,000 9-1-1 calls every day. During busy hours, as many as 5,000 9-1-1 calls are received at its two PSAPs.

 

The Project

The complexity of processing so many emergency calls is a daunting task. But when nearly half of these calls are from wireless telephones that do not provide any caller location information, providing a prompt, accurate response becomes a serious challenge.

 

New York City hired RCC to test the accuracy of a new deployment of location systems by five wireless carriers.

 

RCC's Role

RCC provided many important services for this New York City project, including:

  • Coordinated test methodology and process with City public safety officials and carriers.
  • Conducted location verification testing for each wireless system.
  • Analyzed test data, comparing geodetic coordinates of test location with coordinates provided by wireless carrier.
  • Worked with carriers to correct deficiencies and then re-tested system to ensure accuracy.
