Case Study: Cincinnati-Hamilton County Regional Emergency Operations CenterDeveloping Space and Technology Plans, Technical Specifications for EOC and Its Systems

 

The Client

City of Cincinnati and Hamilton County, Ohio.

 

The Project

A committee of officials representing both the City of Cincinnati and Hamilton County, Ohio selected RCC Consultants to assist in the design and implementation of a new regional Emergency Operations Center (EOC) located in Cincinnati. At the time of our selection, neither the City nor the County had a complete, full-time, Emergency Operations Center. Both jurisdictions had space available in other buildings wherein they could set up temporary command centers with telephone service.

 

RCC's Role

RCC provided many important services for the Cincinnati-Hamilton County project, including:

 

  • Developed detailed space and technology plans for the new center, which were used by the City Architect to develop construction bids to build-out the EOC. Plans included:

    - 76-seat Main Operations Room

    - 22-seat Incident Command Center

    - Breakout Meeting Rooms

    - Media Briefing Center

    - Support Personnel room (PIO, Finance, Fleet, etc.)

    - Radio Communications

    - Computer Aided Dispatch and GIS Operations Room

    - RACES (Amateur Radio) Radio Room

    - FBI Secure Communications Center

    - Administrative office facilities

    - Kitchen/break room

  • Developed technical specifications for support systems in the EOC, including the computer and telephone systems for the various rooms.
  • Developed an Audio Visual System specification, which included:

    - 10’ high x 32’ wide Video Wall in the Main Operations Room

    - CCTV cameras and Video Conference systems

    - Sound system with wireless microphones for the Main Ops Room

    - TV Headset system allowing viewers to select the displayed TV channel they wish to listen to

    - Document image cameras

    - Backup commercial TV antenna system
