Case Study: Improving Data Communications Systems in Caddo Parish, Louisiana

Implementing Consolidated CAD, RMS, Field Based Reporting, Automatic Vehicle Locator Systems and More

 

The Client

Caddo Parish, Louisiana. The project included systems that would be used by Shreveport Police, Fire and Rescue Departments, Caddo Parish Sheriff’s Department, two City Police Departments, and Nine Parish Fire Districts.

 

The Project

Caddo Parish retained RCC to design and help procure the following for the multiple departments:

 

  • Computer Aided Dispatch
  • Records Management System
  • Mobile Data Terminal
  • Field Based Reporting
  • Automatic Vehicle Locator Systems
  • 800 MHz Radio System
  • Consolidated Dispatch Center Design

 

This project involved the survey, needs assessment, analysis, and space planning to develop a functional requirements document, system design, procurement documents, bid evaluations and negotiations for the described systems.

 

RCC's Role

RCC provided many important services for the Caddo Parish project, including:

  • Developing separate alternatives reports for the 800 MHz Voice Radio System and the Data Communications Systems (DCS) that included CAD, MDC, AVL and Records Management requirements of the Departments.
  • Developing an architectural support plan that included specifications for the facility’s grounding and bonding, acoustical noise coefficients, HVAC, lighting, room layouts, dispatch and call taker consoles, equipment room, UPS and emergency power, security monitoring and card access.
  • Developing and publishing a functional requirements document identifying the long-range data communications needs of the Departments followed by a system design document.
  • Developing Request for Proposals (RFPs) for the 800 MHz Radio, CAD, RMS, MDC, and AVL Systems. MDC and AVL will be fully implemented in the future.
  • Evaluating the 7-Site, 25-Channel, Trunked, Simulcast 800 MHz Analog, Voice Radio System and the DCS Proposals.
  • Performing contract negotiations for each of the system acquisitions.
